The relation between human being and animal is age old. Animals provide economic and social security to the human being. This dependency has brought about a lot of changes in the human attitude to safeguard the animals in general and livestock in particular. The Government of Orissa is keenly interested to upgrade and safeguard the livestock so that maximum benefit can be derived out of that.

Moreover, it is the collective responsibility of government as well as individuals to work for the welfare of the animals.

In order to provide justice to the dumb animals, the Society for the Prevention of Cruelty to Animal (SPCA) has been conceived. In Orissa, few animal lovers had started Provincial SPCA in the State during 1931, which was later on termed as State SPCA Orissa during 1936. The State SPCA since then is functioning at Cuttack in the Directorate of Animal Husbandry & Veterinary Services, Orissa, Cuttack. We empower individuals, organizations and businesses by providing unique up-to-date information and take up community oriented actions.

The SPCA’s vision is to work for a world in which all humans respect and there is harmony between the man and the animal kingdom.

Our mission statement
The SPCA as a society will, by all lawful means, prevent cruelty, alleviate suffering of animals and promote kindness.

The SPCA intends to achieve its mission by:

  • co-ordinating with state, regional, national and international organizations dedicated to providing a public service, delivering effective relief to animals, suffering and enforcing the law.
  • working tirelessly to reduce the harmful impact of human activities on animals through education, campaigning and the application of ethics, science and law.
  • striving for the highest levels of efficiency, effectiveness and integrity
  • urging that, save where the public benefit requires, humankind should not intentionally cause suffering to any animal when it is not for its own benefit, or cause suffering by neglect. This applies whatever the animal, or the situation in which it finds itself.
